Abstract

This chapter explores the issue of gender and the development of the welfare state.  The connections between gender and caring, and gender and citizenship are explored.  Socal changes such as changes in family structure, and women (and mother's) employment are considered.  The discussion is located in the current context of conditional access to welfare.
